This comic was actually commissioned by UC Irvine's newspaper, New University.  The paper was campaigning a referendum to add 99 cents onto every student's tuition in order to keep the paper alive, and thus they wanted the comic of the week to tie in to the campaign.  I think I went a bit dark and dramatic with it, but it probably got the point across.
